That “rare use” you describe is something I associate with Tumblr mostly.
Trying to emulate Mein Kampf as much as possible
I think it’s like a “branding” thing, think of “™” being next to each word he does that with. They are loaded concepts that he emphasizes
My phone often does this when I use voice to text. I guess I speak in Capital Letters.
He’s trying to be relatable to his base, who are notoriously undereducated/uneducated.
