Painters at my home used a product they called Tyvek tape to adhere to stone and rock surfaces. It is extremely sticky and works well over light dust. Regardless of the availability of professional painters supplies, that is a terrible paint job in the photo.
Dude on the right needs to touch up their pant job and practice trimming a bit more.
