    But Phelan stood up for the House’s independence — on property taxes, on border security bills — and told The Texas Tribune his relationship with Patrick deteriorated to the point that by August, the men were no longer speaking.

    Phelan’s relationship with the governor was cordial but increasingly fraught, again because the speaker stuck up for his members who repeatedly failed to pass a private school voucher bill, Abbott’s top legislative priority.
