OP, not clicking the article but have he perps say they were hired? Accusing somebody of a felony requires some basic evidence…

I’m not accusing anyone of anything, the cops are.
Also, let’s be clear that the burden of proof for an arrest is =/= to the burden of proof for indictment. If investigators are comfortable telling the press the landlord solicited goons to threaten a tenant then it is far from a stretch to think they should at least arrest the landlord.
