The UK government has proposed using hash scanning to detect abusive material without violating people’s privacy. Unfortunately, it won’t work.

    I wonder how conveniently one could get a list of offending hashes and build benign files with matching hashes?

      That shouldn’t be easy to do. Theoretically it can be done but you would need several million years. It of course could be thwarted with a simple file size check.
